Requirements for a carte professionelle (gestion immobilier)?

I previously requested your advice about my registration as an agent immobilier. To recap… I have the list of requirements to apply for the necessary carte professionnelle, as published by the Ministere de L’Interieur and also the list from the local Prefecture.

I have already got my Attestation de Comparabilite for my British qualification (which is Niveau II, BAC+4).
I have a proposition for insurance responsabilité civile professionnelle (RCP) and can activate this as soon as possible once I am ready.
I do not need the insurance garantie financiere as I will not be holding funds directly (I intend to declare this which seems normal).
I estimate my income to be around 20,000 euros in 2015 and maybe 25,000 euros in 2016.

I have been told by the local chambres de commerce et d’industrie (CCI) that I must work for a local French estate agent/immobiler for 24 months to gain experience before I can receive a carte professionelle. This contradicts everything I have read as I understood fully that my qualification would be equivalent/accepted.

Can the CCI act independently and change the rules?
Who could I talk to that may sway their decision?
