Access to pay online rejected?

Have tried for two months to complete on-line on official portal. I registered in December 2011, but did not trade at all until May 2012. As I had a change of address in March, I visited a small one man CCI office nearby and completed forms for a new ambulante card. My Siren number remains the same but Siret has changed. I cannot get entry under either old or new Siret number. Site indicates for old address inactive please start again with new info. New info rejected saying all three items my name, prenom and Siret do not correspond with any utilizer. In other words I don’t exist!

Unfortunately issuing office is 60 kms away and very unhelpful on phone. Frankly I would far prefer to make a paper return to avoid this hassle but I cannot get the form or forms as I am rejected access. What do you suggest? I have not received any notification or any forms to complete from CCI. Is this normal?
