Am I able to get ACCRE in France?

I received my first Carte de Séjour in May 2014 and have been unemployed without benefits ever since. If I register to Pole Emploi today and submit my auto-entrepreneur business registration form tomorrow, will I be eligible for the exoneration by Aide au chômeur créant ou reprenant une entreprise (ACCRE)? I am pacsed, above 30 and without children.
Upon simulating registration on lautopreneur.fr, I learned that as a personal shopper, I am under Profession Libérale. How do I compute income tax if I opt for (basing, for example on my annual threshold of 32,200 euros):
- Versement Libératoire?
- Yearly Payment?
