Are auto-entrepreneur registration fees optional?

I have registered our chambres d’hotes at the Chambre de Commerce and paid the registration fee last week. I paid 234.54 euros to register with Registre APE in Paris. Yesterday I received another request for payment to Registre Officiel, also in Paris, for 295 euros. Is this necessary or something optional?
