Are there any specific regulations or permits for taxi or private hire?

I have undertaken a little bit of research over the last 18 months or so regarding the formation of a taxi service. I know that there are taxi services available but they are not operated in the same way as in the UK. However, I would be interested in setting up a service to do airport runs, hospital appointments and even pet courier to kennels. Are there any specific regulations or permits that I must have prior to formation?
