Auto-entrepreneur and income tax limits?

As I understand it there is a lower limit of about 6,500€ per person before you pay income tax in France. However if you are trading as an auto-entrepreneur you pay tax and social charges on all earnings. So if this is your only source of income the limit does not apply as there is no way of getting tax refunded. Does that sound right? Is there any difference if you have opted to pay only the social charges quarterly? In this case I think you lose another auto-entrepreneur benefit.
