Best way to negotiating nouvel échéancier with RSI?

I am trying to help a friend (commerçant, BIC micro) who is currently paying off arrears on cotisations dating back a couple of years. At the moment there is an échéancier in place with RSI, but he would like to reduce the monthly amount and extend the échéancier as long as possible. What’s the best way to go about this?
