BIC or special BNC?

I am in the process of filling out the URSSAF auto-entrepreneur business application in France and it asks:

Vous relevez du régime fiscal micro (BIC ou spécial BNC). Option pour le versement libératoire de l’impôt sur le revenu calculé sur le chiffre d’affaires ou les recettes.

Is this a good option if I think my first year will only bring in a low income? I’m wondering if that means I will only be taxed on the amount of revenue I have. If I don’t opt for that, are you taxed totally on the 32,000 euros? On further reading, it looks like that means I can pay quarterly, instead of all at once annually. Would this be correct?
