Business visa - Business Plan Avis Favourable

I’ve submitted my business plan for an Avis favourable.
I’m told I should have discussed the plan with the Mairie first, and that the plan is sent to them for approval.
Is this correct?
What sort of timescale am I looking at for a reply?
