Business Visa Checklist: Police Record

I just started preparing for my business visa with you. In the checklist, an item suggests that we require a police record from the place we stay. The questions I have are:
1) What would be the ideal time to get it and what would be its validity?
2) Should the record be obtained closer to the time the visa will be submitted?
