Can I off set Contribution Sociale Generalisé against income tax?

On my Emission Annuelle from MSA it shows my contribution sociale generalisée as deductible, I presume this is off set against income tax. As my earnings are below the income tax threshold, how does this work?
Also, there is always a vast amount to pay for Taxe Solidarité - 16% with no lower threshold. What exactly is this? When I worked briefly picking apples a few years ago I wasn’t aware that I paid it then.
