Client in Belgium and TVA mentions

I have a couple of questions, I am just preparing a quote for a new client in Belgium.
I reached the TVA threshold last year. I have not reached it yet this year, but I assume I now have to charge it whatever my turnover is each year going forward?
Will it be the same as I have experienced with UK clients that when invoicing, I include the following statement, “VAT not applicable - Article 259-1 of the French General Tax Code” (TVA non-applicable article 259-1 du CGI)”
They will then report or pay the VAT in the Belgian system?
Is this correct?
