Closing a business and starting again under a different activity

In 2006, I started a micro-entreprise under the activity « accueil et accompagnement des étrangers et prestations de services s’y rattachant » - basically I was looking after properties for people living abroad. As I hit the 32,000 threshold by the end of 2008, I went to see an accountant who advised me to register for t.v.a which I did beginning 2009.  Unfortunately, due to the crises, some of the property owners had to sell, and generally, it was not a good year for me. I decided that having a t.v.a registered company, with it’s extra charges - accountant etc. was not working for me. As I was obliged to stay t.v.a registered for two years, I could not revert back to a micro and so I decided to close the company - this was done the end of 2009.  I am now planning on working with an agency in sales, purely on a commission basis.  What I wanted to know is the following:

1. Can I can start up as an auto-entrepreneur with the activity of Agent Commercial and also invoice for property management and concierge services?
2. Do I have to do the course of starting a business?  Didn’t for previous enterprise.
3. Do I have to pay off all my debts – tva, urssaf etc. because I have closed the business or can I continue to pay them in instalments?

I’d really appreciate any help, my French is not brilliant and no-one seems to be able to give me a straight answer.
