Confusion with ERP

Hello again;
I went to my mairie last night to speak to them regarding the ERP status. They told me it was nothing to do with them, and advised me to contact my sous-prefecture. I did so last night and got an email reply this morning;

“Avant de commencer des travaux de construction ou d’aménagement d’un ERP, le propriétaire (ou son mandataire) doit demander une autorisation au maire.

Le dossier de demande (Cerfa n° 13824*04 ci-joint), envoyé en 4 exemplaires à la mairie, doit comprendre de nombreuses pièces et notamment :

plan et schéma
réaction au feu des matériaux
notice de sécurité
notice sur la prise en compte de l’accessibilité aux personnes handicapées (emplacements spécifiques, par exemple)
Le délai d’instruction de la demande est de 4 mois à partir du dépôt du dossier.

Le dossier est tout d’abord examiné par la commission de sécurité et d’accessibilité qui rend un avis au maire dans un délai de 2 mois maximum (passé ce délai, l’avis est considéré comme favorable).

Ensuite, le maire peut délivrer l’autorisation de travaux. L’absence de décision vaut acceptation des travaux.”

Now, I’m a little confused. I will be running my research workshops and walking tours out of my converted barn. It’s 3 rooms; a small hallway, the main room and a bathroom. Building was built in 1923 and renovation work was done early 2000s. I am in the process of buying a removable ramp to be wheelchair friendly and a doorbell for the front door. I also believe my bathroom is big enough (I’ve had a few friends visit in the past who are in wheelchairs and have said bathroom access for them was no problem). My mairie don’t seem to want to help me, which is annoying unto itself. Do I need to fill in all this complicated paperwork or do I simply need an inspection?
