Cooking at Home

I have read conflicting information on whether someone can prepare and cook/bake food at home to sell to the public.
Some articles say no, but others say yes but you need to have an inspection (like here in the UK). Some articles say you need to have a separate room/kitchen to the house hold one. Again, others say you do not.
Do you know the correct answer, or, where I could find out? It is very confusing.
