Directive regarding paying to have documents translated

When making enquiries about having my qualification certificates translated to submit to the Chambre de Metier I have been told about a law approved by the European Union in Feb 2014 stating that members of the EU should not have to pay to have documents translated within the EU. An organisation/body has to have good reason to insist on a translation but it was deemed unfair that we have to pay for these translations. Its Directive 2005/36/EC and it was approved 14/02/2014.
- How would this affect me sending my certificates over to the Chambre de Metier?
- Should I quote the directive and ask them if they do need a translation?
