Getting an appointment with CPAM

What is the best way to get an appointment with CPAM?
I cannot create my compte CPAM for some reason despite having a NIR.
I also tried to call the helpline but no success as they are asking automated questions and the automated responses speak fast in French so I won’t understand, then I get kicked out of the line.

I am trying to find out why I am waiting since 1 year for my carte vitale.
