How do I open an English speaking cafe business in France?

I am thinking about opening a cafe business where I live in France that is English Speaking. There is a demand in the area from people wishing to practice their English in a non school environment and I would like to set up something that allows people to come in and talk whenever they want during the day, serve teas, cafe, snacks, lunches etc.

I am not planning to sell alcohol however it has been suggested that I could sometimes have an English beer, or wine tasting evenings as an add on. At this moment the whole business idea is new, I have not started looking into any licenses, business set up or anything. I am looking for help in what direction to go and who to talk to. I would appreciate any advice you can give, from property rental contracts, to licenses for selling food and drinks and any other obstacles you think I may face.
