How do I start a business in France again?

From July 14 until Apr 15 I was set up under the auto-entrepreneur business in France under Programmation informatique (6201Z). During that time I had no revenue and closed it and left France. Just over one year on I have moved back to France with my wife and plan to settle permanently. My main activity would be building websites and helping clients with digital marketing.

Should I have filled in any previous tax returns? I thought as I had no income it wasn’t necessary.
Should I re-instate the auto-entrepreneur or do I have to apply from scratch?
What is the most appropriate business classification (Activité - Code NAF ou APE) for building websites and helping clients with digital marketing?
