How do I work out my social charges?

I am currently negotiating with a potential customer who wants me to carry out renovation work on his property. He wants to pay me my daily rate plus 21.60% to cover my social charges - he says he will be able to claim this back when he sells the property. Is it OK to do this? If so how do I work out the 21.60% so as not to pay it on the initial 21.60%?
