How should a restaurant and food business be setup?

I have registered with a portage company and will work for them as a consultant. My wife, who is a chef de cuisine, wants to start a food-related business - as mentioned previously. Outside France she has worked in restaurants as well as providing cookery lessons, organising dinner parties for embassies.
Our home in France includes a separate building. I will use the first floor as an office and my wife wants to arrange a professional kitchen and bakery on the ground floor where she can have a restaurant, if planning permission is given, but also make food for selling in local markets and possibly to stores in the future. We also have some accommodation which could be used for paying guests.
- How should she set up a business? Does she register the enterprise as a restaurant or is there a broader category she can use so she can be more versatile, sell food externally, have paying guests etc.
- How will her starting a business affect my social payments?
