How to set up a French business to hire my US citizen sister?

I am a dual citizen (France and USA). I would like to set up a business to hire my sister, a United States citizen. I think she could be eligible for a European Union Blue Card for highly skilled/educated workers. (This is a one to three year residence/work permit for highly skilled workers. To be eligible, you must have a diploma/degree attesting to three years of higher education or five years’ professional experience in a specific field, a work contract for at least a year, and earn a monthly salary of at least 1.5 times the French average gross annual salary (around 2,105 euros/month). You have to work in the field for which you were admitted to the scheme for two years; then you can take on any highly qualified work.)

She has a higher degree (BFA + MFA, six years after United States high school) and more than five years’ professional experience in a specific field (video editing and production/graphic and web design). Would it be possible to set up a company to hire her so that she could move to France and work here? The business would only have one employee to start. What would be the best way to do that?
