Import and export licence for clothing into France?

I’m in the process of trying to set up my dress label business. I will be importing from overseas and exporting for sampling and exporting for when I have international orders. I have heard that in order to import stock (dresses) from overseas I will need an import and export licence. Can you advise if this is the case? Or if it is only required on certain items or perhaps when importing / exporting reaches a certain limit? If an import / export licence is required, where and how do I go about obtain one?
