Important steps for business setup in France?

I would like to set up a business teaching English to children and adults on my own with no employees in France. I would be looking to employ staff later but definitely not immediately.

I am just starting out and am not sure I know what important steps need to be taken for setting up a business of this type in France.

Could you tell me briefly what are the most important steps to consider when starting a business in France?
For example, do I need to register the business first?
How do I go about doing this?
I don’t believe I would be able to register as an auto-entrepreneur since the maximum annual earnings is just 32,900 euros. What other business options do I have?
