Income tax before business or income

I’m trying to work out if me and my partner should have done income tax declarations in May this year for 2018. We sold our house in the UK in 2017 and moved to France April 2018. My partner didn’t have any income in 2018, either in the UK or France. I worked and paid tax in the UK in January and February 2018 then had no income the rest of the year. We both started micro-entrepreneur businesses this year. So should we both have done income tax forms in May (partner declaring 0 and me declaring my UK income) or just me or neither of us?

It’s become an issue because I’m contesting a big taxe d’habitation bill and they say they work it out from tax returns for 2018 which we never did.
