Is a SARL the right choice for my business idea in France?

My business activities in France - expected turnover 60,000 euros per year and growing:
- Consulting of companies in IT (information technology) related issues (direct contract with individual companies in European Union (EU) and Switzerland).
- Contract workers from Asia to work remotely for EU companies (above companies included). These contract workers are employed and located in Asia. I will be paid a commission by the Asian company, based on the number of contracted weeks that are sold. These workers are typically software developers and accountants.
- Can these two business activities be considered as the same business activity?
- Regarding expenses… I am not sure which expenses are acceptable and some - such as travel to Asia to interview potential staff on regular basis will be substantial. Also expenses to transportation in France, office rental etc?
- I have an interested partner (I am a EU citizen, and so is the partner) to create a SARL (société à responsabilité limitée) - but this partner is not located in France. Is that acceptable and will it have any implications?
- Is a SARL the best solution… EURL (entreprise unipersonnelle à responsabilité limitée) is the same but without partner?
- What is the best way to identify a suitable accountant - yellow pages?
- Can you link to the cost of setting up a SARL - or if you suggest differently - another set-up.
