Is micro enterprise less risky than auto-entrepreneur?

From what I can gather there is very little difference between these two option. The key difference is that auto-entrepreneur is easier to setup (online) and provides 3 years of tax professionale exemption. Turnover limits, social charges and income tax regimes appear the same. Given the uncertainty regarding the future of auto-entrepreneur would it more prudent to go for micro enterprise status now and avoid the possible auto-entrepreneur shake-out, lowering of limits etc. in the new year.
This approach assumes that micro enterprise is not under the same scrutiny as auto-entrepreneur currently is. I have not read anything that suggests it is included in the bill.
