Is Registre Officiel obligatory or a scam?

My husband has recently registered as an auto-entrepreneur, all seems to have gone well and I’ve sorted all the forms. However one arrived this morning asking for 360 euros from the Registre Officiel 221 Rue Lafayette, 75010 Paris, to complete his registered activity with I’Insee. Is this obligatory?
