Is the chambre de metiers training compulsory?

I’m having problems with the chambre de metier to get my husband set up as a handyman / chalet changeover person. They’ve said he needs to provide qualifications etc, so I’ve asked for a meeting next week and have explained that he isn’t doing any jobs that require qualifications. However, they have said the following:
Il faut d’ores et déjà réserver les stage de préparation à l’installation d’une semaine afin de pouvoir finaliser le dossier (stage obligatoire avant toute création d’entreprise).
Is this normal? It’s a 5-day course and costs 220€.
