Micro entrepreneur and healthcare cover

Happy new year to you and your family.
If I enroll/join micro entrepreneur at the chambre de metiers as homme de toutes mains, I think that I will go into french healthcare social and Carte vital.

Will the same apply to my wife and her Mother as my immediate dependants?
Can I also assume that we be able to stay in France on a permenant basis as an EU citizen after 29/3/19?

I hope to register Wed. 10th Jan in Tours.
