Moving household goods UK to France - do I need to have a Certificate of change of residence?

I am so confused!

Our removals firm (Anglo French) has said that, along with proof of UK address, proof of permanent French address, passport copies, inventory, customs declaration, we also need to accompany our inventory and customs forms with a ‘Certificate of non-Cessation”, or Certificate of change of Residence. I would need to get this from the French consulate (husband can get this info from his HR dept), however when I go on their website, it says that this is no longer needed by French customs:

Any idea?
