Permanent resident but being taxed as a second home

We moved to France over December’18/January’19. We are now living here permanently and as such our property is our principal residence. However, following an ASTRONOMICAL tax d’habitation/fonciere bill it has come to light that we are being taxed as though it is our second home, and my husband is living here alone (we have 2 small children here too). How do I go about getting this straightened out?! We didn’t do a tax return this year as at that point we had no income!
