Regulation for Food van in France

Further to my questions regarding opening a small restaurant, I am also thinking to maybe go down the route of a ‘Food Van’ to reach more clients.

I suppose parking on government areas I need the permission of the Marie. Where could I freely stand?
What sort of license do I need to have this?
Can I prepare food at home to carry in the van or can I prepare the food in the van and just pass that with ‘Health and Safety’?
Do I need to carry some sort of permit with me to show should I receive an inspection?
