Site setup and PayPal options for international clients / taxes?

I need to set up a website and need have a payment system for services to clients both in France and abroad (USA and Ireland). Paypal seems to have a number of different options. Do you have a recommendation? Several American shopping cart services/contact management systems for the site have been recommended like 1 shoppingcart and aWEBER. Am I correct in understanding these are separate from PayPal but would work together with PayPal? Is there a difference between income earned from French clients vs those abroad. When doing my declarations, do I just add the income together and not worry about what came from which country?
