Start up a business in France on carte de sejour temporaire?

I have been living in France for the past two years and my carte de sejour temporaire will expire in July 2015. I’m currently employed until then, however I would like to start up a small cafe in my local town.

My fiancée is living with me, but is also on a long stay visitor visa, which does not permit her to work. We are both from Australia and would like to know how to set up a business in France. What do we have to apply for? Would it be easier to buy a pre-owned business?
