Still waiting for permanent social security number

Having sent off my identity documents in May I am still waiting for a permanent social security number without which I don’t think I can create any online accounts. Is this delay usual or might I have been lost in the system? Guess there is nothing I can do without it?

One of the sites asked for my SIRET number to identify me but told me that it was not recognised- is that because I am not yet fully recognised in the system?
