What is the carte vitale and attestation processes?

I received a letter from RSI asking for the birth certificate. They are also asking for an apostille and official translation. All of this will add delays as I need to order a full certificate. Mine does not include my parents’ names, then send it to the FCO for an apostille, then get the translation done.

  1. How do I find an official translator (Cour d’Appel)?
  2. What is La légalisation? I gather it’s an official stamp of authenticity of signatures, but I thought that was what the apostille was for. Also I gather that the birth certificates issued by the central office of Births Deaths and Marriages are not signed, just stamped. Will this cause problems with the RSI?
  3. When do RSI issue an attestation, is it after receiving the paperwork from me?
