Watch out for Registre des Creations scams

I have received an invoice from Registre des Creations for 179.40€. Thankfully they were listed on Valerie’s list of scams so I was forewarned. I don’t understand why the government doesn’t close them down - they have an address and a web address, how do they get away with it?
