What is Info-Siret service?

I have just received a letter titled formulaire d’inscription from Info-Siret Service Insciption asking me to pay 198 euros for a year’s period for…? It doesn’t explain what the charge is for, only says:

Period: 09/15 - 09/16
Amount: 198 euros
Payment: by cheque
Delai d’inscription: sous 8 jours

Could you please tell me what they want me to pay for? Is that a standard charge and do I have to pay it?
