Where to apply for state recognition as services a la personne?

I am an English teacher who will be giving some lessons in people’s homes. I have read about 50% reduction of taxes or 50% reimbursement for those people paying for lessons if my business is state registered for being able to provide services to people at their homes.

  1. How exactly does that work for my clients?
  2. Do they have to pay with CESU checks or it doesn’t matter how they pay?
  3. Which administrative body do I go to to register my business so that my clients can benefit from this reduction?
