Which licences for a coffee shop in France?

I got few friends half on board and now we are planning to open a coffee shop-design studio. Purpose of that is to have “a living room” for design, so it´s easier to come and have a chat. Also, it’s possible to organize cultural events, as it also helps to promote us.
What kind of licences do I need for a cafe? In the beginning, there will be no cooking, only coffee and ready-made cakes etc (made by a local baker who promised to do something special for us), because it’s easier to find a place for that kind of activity.

1. Some kind of hygiene licence? Where can I find information about this?
2. How much costs/ how long it takes to have a wine licence? What instance is giving that in France?
3. Any other demands?
